isdeterminedbytheCPtoTCpropagationdelayandCEPtoCPset-uptime,  
accordingtothefollowingformula:

the use of this device as a translator in a mixed 3.3V/5V supply system.  
The LVC161A is a presettable synchronous binary counter which  
features an internal look-ahead carry and can be used for high-speed
